What is Public Power Utility PDF Print E-mail

PPU is a licensed electricity supplier in the state of CT. Their goal is to do what Connecticut deregulation was created for and that is to lower our customers electricity bills as a whole throughout the state. They have NO enrollment fees, cancellation fees or long term contracts. Customers may cancel at any time for any reason and have absolutely nothing to lose in trying the company’s service.

Their goal is to provide a cost efficient and convenient service and to do what CT deregulation was created for, to lower electricity bills throughout the state. In fact, they guarantee a 5% reduction compared to CL&P's current rate, which means their rates are .1048 cts per KWH versus CL&P .12217 cts per KWH.  They get their power through the New England Power Pool and they say that their rates are floating but will always remain at least 5% less than CL&P.

Recently, CL&P's billing system became able to track both the CT Clean Energy Options and a competitive generation supplier (see rates) which may have slightly lower rates than CL&P or UI.  Until now if you switched to a different energy supplier you could not stay signed up with the CT Clean Energy Options unless you were in United Illuminating's territory.

Their current options for residential customers are 100% clean energy or 50% clean energy , energy generated from natural resources. Such as sunlight, wind, and hydroelectric. The percentage refers to the percent of your total usage that you are purchasing from clean sources.

100% Clean Energy - 20% Small Hydro (5% guaranteed from CT) and 80% Wind (30% Northeast - 50% National).

So for a 50% sign up that would mean a customer using 200 kwh per month would get 80 kwh wind, 20 kwh hydro, 100 kwh dirty energy (50%) ... versus a 100% sign up would get 160 kwh wind 40 kwh hydro and no dirty energy.

Sterling Planet and Community Energy participated in a competitive bid process to become part of the CTCleanEnergyOptions program. Their offerings are the only ones that count towards the program and we are the only offering that is overseen by the Department of Public Utility Control.

There has been confusion that ordering Renewable Energy through PPU would still qualify as a community enrollment and therefore count toward Sterling Planet's CTCleanEnergyOptions program?... not so because it is not clear where Public Power gets its clean energy from, but it is far more expensive than the Clean Energy Options.

According to sources, Clean Water Action, their understanding is that it was for "Class II" renewable energy (either old hydropower or trash incineration) rather than the newer and cleaner Class I.  CT environmental groups have not supported Levco's renewable option.

The simple answer, according to Roger Smith of Clean Water Action, is to avoid third party suppliers and just sign up for CT Clean Energy Options. You can pay for the cost of clean energy by installing just a few compact fluorescent bulbs.

However, you can sign-up with a competitive supplier (PPU) for Renewable Energy AND the still claim the CTCleanEnergyOptions, just beware that the rates from competitive generators can fluctuate month to month, so you need to make sure they will guarantee savings and do not have hidden fees.

Public Power Utility (PPU) Generation Service Charge guarantees to be at-least 5% below CL&P's Generation Service Charge. In March, PPU charged 10.48 cents for the same electricity CL&P charged at 12.22 cents.

In speaking with Sterling Planet, they are offering the PPU option enrollment which would reduce your electricity bills AND still qualify communities for the Energy options and rewards programs.

Now, you can sign-up for 100% Clean Energy with Sterling Planet and offset that with PPU's reduced 5% rate and save money without affecting the community's membership program. The savings, plus your concentrated efforts to reduce & conserve energy, makes it's affordable and a good thing.
